Bellevue is the southernmost neighborhood in the District of Columbia and while a small portion of it hangs over South Capitol Street, it is designated as Southwest DC. Bellevue is named for a large plantation home that was built within its bounds by one of the earliest European owners of the property. The land changed hands over the years in a number of ways including heredity and as payment of debts. In the 1850’s the heirs to the estate moved to have it subdivided and sold off, but their efforts were stymied by the Civil War and the US Military seized the land, citing its elevation as extremely advantageous.
After the war, the land was returned and the process resumed. Though the land was split and sold by 1870, very little residential development occurred until 1940. The breakout of World War II motivated an influx of defense workers to the DC area and Bellevue became the site of stretches of townhouses for the use of workers at the nearby Bolling Air Force Base.
