It is fitting that Shirlington, as it is named for Shirley Memorial Highway, was the brain-child of an automobile dealer. Joseph Cherner created the Shirlington Corporation to develop a shopping center that would serve the retail needs of nearby Fairlington and Parkfairfax: a populous neighborhood just over the Alexandria line. The first shops opened in 1944. Shirlington was truly not a neighborhood, but a shopping center. As its success waned as competition from modern shopping malls began to increase. Shirlington was in need of a renaissance.

The 1980's were a time of great adjustment for Shirlington as the shopping center underwent huge renovations, including the extension of 28th St (now called Campbell Ave) and the construction of condominiums and other residential buildings.
